Cameroon’s Army Ranked One of the Last in The World

Despite its prowess against Boko Haram, Global Firepower (GFP), a global think thank organization that annually ranks the world’s military, has scored the Cameroon army very low in its 2016 rankings. Though Cameroon is placed ahead of some African and European nations, Cameroon is placed 106 out of 126 countries GFP ranked.

European countries with inferior military power to that of Cameroon are rather little known Easten European nations like Estonia, Slovenia and Bosnia & Herzegovina, while those of Africa are Mozambique, Niger, Cote d’Ivoire, Mali, Madagascar, Gabon, Republic of Congo, Namibia, Somalia and Central Africa Republic. Honduras, Kyrgyzstan, Tajikistan, Nicaragua, Laos and Panama also come after Cameroon on the ranking.

Out of 29 African countries considered on the ranking, Cameroon came a distant 19^th in Africa and 106^th out of 126 across the world.

Globally, USA, Russia, China, India and France, in ascending order, lead the world in military strength while in Africa, Egypt, Algeria, Ethiopia, Nigeria and South Africa top the list.The Global Firepower (GFP) ranking provides unique analytical display of data concerning modern military powers. Over 125 powers are considered in the ranking which allows for a broad spectrum of comparisons to be achieved concerning relative military strengths.

GFP’s ranking is based largely on each nation’s potential conventional war-making capability across land, sea and air. The final ranking incorporates values related to resources, finances and geography.

GFP officials maintain that the finalized ranking relies on over 50 factors to determine a given nation’s Power Index (“PwrIndx”) score. This allows smaller, though more technologically-advanced nations to compete with larger, lesser-developed ones.

We learned the “ranking does not simply rely on the total number of weapons available to any one country but rather focuses on weapon diversity within the number totals to provide a better balance of firepower available.”

Also, “Nuclear stockpiles are not taken into account but recognized/suspected nuclear powers receive a bonus.

“Geographical factors, logistical flexibility, natural resources and local industry influence the final ranking.

“Available manpower is a key consideration; nations with large populations tend to rank higher.

“Land-locked nations are not penalized for lack of a navy; naval powers are penalized for lack of diversity in available assets.

“NATO allies receive a slight bonus due to the theoretical sharing of resources,” GFP spelt out on its official website.

Cameroon:Justice Ayah Paul Under Investigation Over FCFA 30M Campaign Funds

The erstwhile Member of Parliament and former National Chairman of the Peoples’ Action Party, PAP, Paul Ayah Abine, has been placed under investigation regarding the management of the political configuration from 2011 to January 22, 2016.

The decision to place him under investigation was taken in Kumba, Saturday May, 14, during a National Executive Committee Meeting, NEC of PAP.

Actions in this light followed several questions raised by delegates from Manyu regarding rumours that political parties are given financial grants by the State.

According to Emmanuel Egbe Ayuk, the current leadership of the party must clarify the militants concerning the management of financial grants from the State to PAP militants. Addressing Ayuk’s worry, the Vice National Chairman of PAP, Takor Apark, admitted that the Sate provides some grants to political parties, but that the former leader of PAP, Justice Paul Ayah Abine did not avail the party with any information regarding the grants. Takor said the worries of the militants were pertinent, given PAP’s performance at the 2011 Presidential election.

” We will see how we can investigate the matter. We have decided to form a commission that will follow up the matter from MINADT.

You go to Tombel, Lebialem, Nguti it is the same question. We do not want to work on rumours. So we will get the facts on the period during which the former leader was there and there after the militants will be informed,” Takor stated.

As debates heightened during the meeting, the Secretary General of PAP, Alphonse Ekambi Mukwelle declared that, Ayah’s phone lines went dead after FCFA 30million was reportedly given to him.

The acting Chairman, Albert Mukwelle Ngoh further stated that, ‘Ayah is selfish and hungry’. Quizzed if his declaration could be taken to mean that the problems plaguing PAP were triggered by money, Ngoh, said he has worked with Ayah for a while and knows him to an extent.

He admitted to reporters that he used the term selfish to describe the management of the party under Ayah in material, psychological and financial terms. Venting out their anger, other delegates at the meeting opined that they spent over FCFA 1million each from their personal pockets to run campaigns for PAP in 2011.Such were the declarations of Emmanuel Egbe and Michael Mbu.

Another official at the NEC meeting, Prince Tabe Ekangaki averred that, in 2011, Ayah came with good intentions and a few years after, PAP “discovered that, he was a wolf in sheep clothing”. The delegates at the party meeting described Ayah’s Popular Action Party that goes by the same appellation as PAP as a brief case party which exists only on Facebook.

They said Ayah is just trying to force way into the scene, but they will not allow him to cause confusion in the People’s Action Party. On whether it was Ayah’s PAP that is legal or not, the conveners of the Kumba meeting brandished and acknowledgement receipt from the administration to justify their authenticity.

Before Saturday’s NEC meeting, several journalists got information on Wednesday that the Supreme Court Judge, Ayah was in Kumba and tried to get to him to no avail. The situation left the press corps worried as they saw in Ayah’s supposed Kumba visit an opportunity for him to clear the air on the confusion raging on in PAP.

20 Billion To Be Squandered On Yaounde-Douala-Limbe Road Rehabilitation

The government has made available FCFA 20 billion for the rehabilitation of the Yaounde-Douala-Limbe-Idenau Road in 2016, while a huge amount will be used to rehabilitate the same road early next year.

The information about the separate road rehabilitation projects is contained in a document given to reporters during the visit of the Minister of Public Works to Douala from May 9 to 11, 2016.The document presents measures taken by the government to maintain the National Road No. 3, ahead of the 2016 and 2019 African Cup of Nations that will be hosted by Cameroon.

The government has already funded the visibility studies for the maintenance of the road and launched calls for tenders for the project that has been divided into three sections.

Section I of the project stretches from Yaounde to the Ndoupé Bridge, covering a distance of 106 Kilometres, while Section II stretches from the Ndoupé Bridge to Dibamba Bridge on a distance of 109 Kilometres and the third section from Bekoko through Limbe to Idenau covers a distance of 93 Kilometres.

The section from Dibamba Bridge on the outskirt of Douala to Bekoko is not included in the said National Road No.3 Project, since the section already falls under two other road projects that are intended to decongest the East and West axis into and out of Douala.

The Yaounde-Douala-Limbe-Idenau road rehabilitation project, according to the document, will gulp over FCFA 20.567 billion. The amount does not include the cost of feasibility studies.

It is also stated in the document that the Mutengene-Douala stretch of National Road No. 8, is also to undergo maintenance this year as part of preparations for the 2016 AFCON, as Buea and Muea will provide training grounds and lodging facilities to some teams.

The document from the Ministry of Public Works also states that the maintenance work on the three stretches on the National Road No. 3 will be going on simultaneously with another feasibility studies for a rehabilitation project that will start on the same road after the end of the 2016 AFCON.

Feasibility studies on the Yaounde-Douala stretch started last year and will end in June 2016. As for the Bekoko- Limbe-Idenau stretch, the contract for the feasibility study was signed last month by the Ministry of Public Works, and the project will take seven months.

Michel Fotso Given Two Life Sentences in Four Days

It is unprecedented in the history of the fight against corruption in Cameroon! Former general manager of the Cameroon airlines, Camair, Yves Michel Fotso, was within four days sentenced with two life  jail terms, and we gathered from sources within his family, they are afraid he may just be on his way to committing suicide.

The business tycoon and son of a billionaire Friday 29 April, had probably one of the worst days of his life when he was slammed another life jail sentence for embezzling over 10 billion FCFA between 2000 and 2002.

He had suffered the same fate four days earlier from Justice Virginie Eloundou for illegally pocketing 34 billion FCFA while he served as executive head of the defunct national carrier.

Both life jail sentences came on the heels of a 25-year jail term he had incurred back in 2012; all for issues related to management while at the helm of CAMAIR.

It was a little after 5pm that Friday when the presiding judge,  Justice Francis Claude Moukouri, pronounced the verdict on Fotso, also ordering that huge sums of money lodged in some of his bank accounts, notably at BICEC, Afriland First Bank, CBC and UBA, just to cite these few, be confiscated with immediate effect.

The accounts are said to be owned by companies in which Yves Michel Fotso had shares, notably; Fotso Group Holding, Capital Financial Holding, Clean Oil Logistic and Clean Oil Recording.

Fotso’s verdict has created history as he becomes the first accused within the framework of the operation sparrow hawk to receive two life sentences, and in less than a week.

Just like in the pronouncement early last week, that of last Friday was delivered in the absence of  all five of Yves Michel Fotso’s counsels, having decided last February not to attend any more hearings, alleging deliberate attempts by court officials to prevent their client a fair hearing.

Delivering the ruling, the lead counsel of the trial team, Justice Francis Claude Moukouri, ordered the confiscation of about 12 of Michel Fotso’s frozen accounts in both local and foreign banks. He is also to pay 9 billion FCFA to the State as compensation for losses caused by the embezzlement, and 958 million FCFA as the cost of the trial.

The other trial judges were, Fotso’s namesake, Justice Michel Onana and Justice Nyassa Luc; while the Advocates General were Justice Jean Claude Taghim and Justice Ngoupa. Michel Fotso was initially accused of fraudulently obtaining 18.9 billion FCFA between 2000 and 2002.

The suit, filed by Camair’s liquidation committee and the state of Cameroon, concerns 4,051,209,866 FCFA, 4,606,130,515 FCFA, and 8,934,203,742 FCFA, all compensation for the famous Boeing 747 ‘Combi’ aircraft crash in Paris, France on November 6, 2000. He was also charged with embezzling 1,400,000,000 FCFA, being the cost of the wreck of the crashed aircraft he sold.

However, the court struck out the charge of embezzlement of 8,934,203,742 FCFA because the prosecution failed to substantiate it. Earlier, Advocate General Taghim had demanded a life sentence for Fotso and the confiscation of all his seized property.

 Counsel for the Camair liquidation committee, Barrister Ngongo Ottou Martin, asked for 9.05 billion FCFA as losses caused by the embezzlement. Barrister Mujem Fombad, counsel for the State of Cameroun, supported their position.

Michel Fotso, who was absent from both court sessions sentencing him to perpetuity in prison, is said not to be in a very poor state of health.

Biya Consulted Buhari Against Biafra, Southern Cameroons Resolve to Fight Together – Says Biafra Leader

 President of Biafra Nation Youth League, Prince Chimezie Obuka, has condemned President Biya’s visit to Nigeria, alleging that the secret behind the meeting was to foment a cooperation pact with Nigeria’s Buhari aimed at destabilizing the cooperation that exist between Biafra Youth League and Southern Cameroons.

“On our own side, Biya’s visit to Buhari is to break our link with our people of former British Southern Cameroons. They have resolved to gang up against us”

“Paul Biya, a dictator, has been molesting and intimidating the people of former British Southern Cameroons, I’m not surprised that he is supporting the Buhari’s led administration and we are not bothered, we are only concerned about their failure to consider the condition of the internally displaced people of Bakassi Peninsula.” Obuka wrote in a letter to The Cameroon Journal.

He is further calling for intensified cooperation between Biafra youth and the youth of Ambazonia extraction so they can move like one force.

“There are many ways we can catch a rat, first Biafra youth in Nigeria and the youth of Ambazonia extraction must maintain unity for us to move like a force.” He wrote.

President Buhari holds State dinner for President Paul Biya and his wife (photos)

Nigerian President Buhari held a state dinner in honour of the President of Cameroon, Paul Biya and his wife at the Presidential villa in Aso Rock, Abuja. The two Presidents used this occasion to once more announce their determination to eradicate the Boko Haram insurgency while expressing their deep felt sympathy to the families that have fallen victim to Boko Haram attacks. Biya and his wife are currently on a 2-day state visit to Nigeria.

Chantal Biya to partner with Nigeria’s First Lady on women development (photos)

Cameroon's first couple is current in Nigeria for a 2-day state visit which started yesterday. The Wife of Nigerian President, Mrs Aisha Buhari, revealed in a meeting with Cameroon's first lady, Chantal Biya that she would collaborate with Mrs. Biya, in the areas of women and children development.

Mrs. Buhari said this when she received Mrs. Biya, who is on a two-day official visit to Nigeria with her husband, President Paul Biya.

“We can also discuss on how we can partner to enhance the activities of our foundations (pet projects).
“As wives of leaders, our humanitarian service is like bridging the gap between the government and the people of the country,” she said.

Mrs. Buhari's pet project, “Future Assured” with the help of governors’ wives and associates and that the pet project was aimed at improving the health of women and children in the country.
Chantal Biya's Foundation would work with "Future Assured" to better the lives of women and children in both countries.

“I am very pleased to meet you, Mrs. Buhari. It is like a family matter,” she said.

Bello bestows Abuja citizenship on Cameroonian President

The Minister of the Federal Capital Territory (FCT), Muhammad Musa Bello, yesterday conferred honorary citizenship of Abuja on the President of Cameroon, Mr. Paul Biya, and presented him with the key to the City of Abuja.

Bello said that the key to the City of Abuja confers on him (Mr. Biya) the Honorary Citizenship of Abuja, with all the rights and privileges.

The Nigerian Vice President, Professor Yemi Osinbanjo, received the visiting Cameroonian President, at the Presidential Wing of the Nnamdi Azikwe International Airport, Abuja.
Professor Osibanjo led a high-powered Nigerian team to welcome the visiting Cameroonian President whose aircraft touched down at exactly 11:15am.

Meanwhile, the Minister, who welcomed the Cameroonian visiting President to the City, described Abuja as the symbol of national unity of the country.

He emphasized that the honour has been bestowed on the visiting President as mark of respect for the strong friendship and cordial relationship between the people of Nigeria and Cameroon.
Responding, the Cameroonian President, Mr. Paul Biya, who led a strong delegation of Cameroonian Government and people to have audience with President Muhammadu Buhari, appreciated the honour done to him.

Biya reiterated that Nigeria and Cameroon have long standing historical and diplomatic relationship that ought to be strengthened for the mutual benefit of the two countries.
According to him, he and his entourage are in Nigeria for a two-day visit to have audience with the Nigerian President, Muhammadu Buhari.

The First Lady of Cameroon as well as ten cabinet Ministers were on the entourage of the Cameroonian President that arrived Abuja.

Presidents Biya, Buhari Merge Ambitions

The two leaders expressed their determination at a State banquet in Abuja organised in honour of Cameroon’s Presidential couple.

It took well over two hours for Cameroonian and Nigerian leaders, President Paul Biya and Muhammadu Buhari respectively to go through the items programmed for the State banquet organised in the Nigerian capital, Abuja yesterday evening.

Accompanied by their wives, Mrs Chantal Biya and Mrs Aisha Muhammadu Buhari, the evening’s ceremony which took place in the Banquet Hall of the Presidential Villa, witnessed a medley of activities epitomised by the speeches of the two Presidents. It was equally spiced by five different dance groups, one of which came all the way from Cameroon.

As one would have expected, the two Presidents used this occasion to once more announce their determination to eradicate the Boko Haram insurgency while expressing their deep felt sympathy to the families that have fallen victim to Boko Haram attacks.

They equally renewed their commitment to identify the diverse areas through which they can hinge cooperation between the two nations and enhance economic development. This will among others take the form of regular economic forums organised in both countries with the aim of strengthening and formalising trade between the two countries.
