Kenya: Governors Reject Attempts to Extend Transitional Authority's Mandate
The Council of Governors (CoG) has resisted any attempts to extend the mandate of the Transition Authority arguing that any extension was a threat to devolution.
CoG Chairman Mr Peter Munya termed the move "unconstitutional" saying that Transition Authority (TA) had done its work and must be disbanded.
He argued that any remaining duty can be ably handled by the Inter-Governmental Relations Committee which he said was already in place.
The Meru County Governor said instead of extending the TA's period, the government should offer more financial support to the Inter-Governmental Relations Committee to carry out any spill over work.

"They (TA) had enough time to do their work and we don't think giving them more time would serve any purpose and in any case the law does not allow (for the extension). We therefore ask Parliament not to extend the term of TA," said the Meru governor on Thursday.
Mr Munya was reacting to remarks by the Devolution Cabinet Secretary Mr Mwangi Kiunjuri who, hours earlier, had said that the term of TA, which is in charge of overseeing the transfer of devolved functions to counties, should be extended.
The TA's term is set to expire on March 4, 2016 but the authority had sought another three years, saying its work was not yet done.
But Mr Kiunjuri, during a meeting with the oversight body officials on Wednesday, suggested TA's term be extended by a year.
EXTEND PERIOD
Parliament will have the desertion to extend the period or reject the proposal.
"Parliament would be acting against the constitution if it extends the mandate of the Transition Authority," said Mr Munya during a press conference at the CoG offices in Nairobi on Thursday.
"The transition period comes to an end on March (2016) and we are asking the minister concerned to comply with the provisions of the constitution," added Mr Munya who also demanded that the national government hands over all devolved functions to counties.
Yaounde: Scores Injured, Others Arrested in Police/Brigands Clash

Cameroon Journal, Yaounde – Scores of civilians have been severely injured and many others arrested following a bloody showdown yesterday between public security officers and an armed gang from the Briqueterie neighbourhood in Yaounde. The confrontation took place at the second district police station, located at the Mokolo market in Yaounde.
The confrontation between the mob and police officers unfolded in the early hours of the morning in front of the police station as marketers and commuters were going about their daily activities. The gangsters, armed with clubs, machetes and other crude weapons began throwing stones and sticks at the police building before the officers of public security retaliated with batons, water cannons and gun shots in the air.
The confrontation got deadly when the thugs resorted to looting in a nearby Mokolo market. This prompted reinforcement from the Military High Command for Schools and Training (Camp Yayap), a battalion of gendarmerie officers who arrested the situation by dispersing the crowd and shutting down the market.
We gathered that the incident got its roots few days ago when a woman was harassed and deprived of her belongings in the crime-prone Briqueterie neighbourhood. After she lodged a complaint at the second district police station, an inspector of police went down to the field in the evening of January 5, for investigations but was stabbed by the hoodlums. The police officer later died in the hospital, a source told The Cameroon Journal.
It was against this backdrop that a police squad carried out a raid at the Mokolo market to capture the criminals. But the raid met with stiff resistance and escalated into the bloody confrontation.
At press time, police sources said a number of suspects had been arrested while others who obtained injuries were taken to the Yaounde central hospital.
Talking to reporters after the chaotic situation had been brought under control, the Center regional police boss vowed that all the hoodlums who perpetrated yesterday’s “criminal act will be arrested and sanctioned accordingly.”
‘Mysterious’ Fire Renders Over 40 Homeless in Limbe

Cameroon Journal, Buea – Over 40 people have been rendered homeless in Limbe after wild fire razed their homes at Unity Quarters, Mile One, a stone throw from Limbe Regional Hospital, Tuesday, January 5. A six months old baby sustained grave injuries from the fire. The baby was rushed to the nearby Limbe Regional Hospital. We are told that the baby’s condition is stable.
Two blocks made of wood – one with 12 rooms and another with 10 rooms – were charred by fire that is said to have originated from one of the rooms near an electricity pole at about 9:30am that fateful Tuesday.
Some who claimed the fire was mysterious quickly recall that a block in the said compound was charred by fire about one year ago – on Tuesday, January 27, 2015.
A resident who preferred to be call Monsieur Bonyo told The Cameroon Journal that there were around when the flames emerged apparently from the blues. He said before they could know it, the flames had brought down one of the blocks even as commercial motorbike riders who were around struggled to put it out.
He said it was through a dress hanging in front of the second block that the fire crossed from the block in front.

I had left my two children at home today and when I heard there was fire, I left the market like a mad person. I had been informed that a child had sustained burns from the fire. “This is our family compound that has been burnt. I don’t know where I will start from. Last year when this other block was burnt, I was in Gabon. Today, 22 rooms have been burnt. I can’t say what has happened here. I came back from Gabon two weeks ago. Pauline Azah Sama Paulina who is about 85 years escaped the fire. My bags, money, passport and all my valuables have been burnt. I had just left the house on my way to new town when I was called back that our house was on fire,” Emmanuel Nkwe Sama – another victim said in tears.
Nearby, Tiwa Therese seemingly in her early eighties was crying not for her house that had been burnt by the inferno, but rather that she lost valuable documents.
“I’m only crying that I have lost my National Identity Card. How will I be able to travel in my country without an ID card? My marriage certificate and birth certificate are all gone. It is finished for me.” They are hoping that gov’t will come to their assistance with help.
Man who used p*nis signature on driving licence loses the right to use it
A man who changed his signature to a drawing of a penis "for a laugh" has lost a five-year battle with Australian authorities for it to be recognised.
Jared Hyams scrawled the eyebrow-raising moniker at the bottom of a form for the Australian Electoral Commission as a joke.
He said:
"I thought it would be a laugh; they would approve it and next year I would sign something different. "But when I did this signature all of a sudden the shit hit the fan. I was receiving letters and phone calls telling me I couldn't have it. I thought, that's interesting, why not?"So the 33-year-old Melbourne man did what anyone would do - he signed up to study for a law degree, determined to take on the Australian government.
He 'adopted' the phallic symbol as his own signature and used it to successfully applied for an licence to drive in Victoria, a government proof of age card, a health care card and various student cards.
The joker even opened a bank account bearing his newfound tag.
But some agencies didn't share his sense of humour - VicRoads, who process licences for drivers, initially rejected his signature.
The Department of Trade and Foreign Affairs refused him a passport bearing the symbol and warned it "could constitute sexual harassment" of staff.
And the Department of Justice rejected his application for a Working With Children criminal check - but Jared admitted he has "sensitivity" to their decision.
So far, Jared has had no luck in using the scribbled penis to change his address on the electoral roll - even after taking on the lengthy battle himself.
He maintains he'll continue to fight the authorities until they no longer object to his signature.
Meanwhile, the Electoral Commission announced they would be including their victory in the "rather novel" case in their annual report.

South Sudan Government and Rebels Reach Agreement On Transitional Government
The two sides, which have been at war for two years, have reached a consensus on the structure of a transitional government. The agreement follows peace talks that lasted months in neighboring Ethiopia.
The government of President Salva Kiir reached the agreement with rebel leader Riek Machar on Thursday, according to the organization that has been monitoring the two warring sides following peace negotiations last year.
The Joint Monitoring and Evaluation Commission (JMEC), which has overseen the implementation of a peace agreement signed in August in Addis Ababa, said the deal outlined which ministries would be led by the government and which would be led by the rebels.The government will appoint 16 ministers and the rebels ten, the JMEC said.
In addition, a group of political prisoners and a group of political parties - in both cases unalligned with either Kiir or Machar - will each nominate two ministers.
The transitional government will last three years before new elections are held.
Ongoing fighting
Observers are unsure of how the transitional government will play out, especially as the last unity government collapsed in December 2013 following clashes between forces loyal to Kiir and forces loal to Machar, who was vice president at the time. Since then, the country has been mired in a #link:18916076:civil war that has led to the deaths of tens of thousands of people.
Furthermore, the peace agreement has been violated several times since August. DPA news agency reported that fighting had broken out in Western Equatoria province several days ago. That region had also seen heavy fighting in December.
The peace talks, which lasted for months, were overseen by the Intergovernmental Authority on Development (IGAD).
South Sudan became an independent state in 2011, the initial, failed Kiir-Machar power-sharing government was the fledgling country's first attempt at democratic governance.

Somalia govt cuts diplomatic ties with Iran, orders Iranian diplomats to leave the country within 72 hours
Somalia yesterday, January 7, announced that it has severed ties with Iran,local media reports. The East African nation joins a growing number of countries, led by Saudi Arabia, to cut off diplomatic relations with Tehran amid escalating tensions.
Saudi Arabia announced Monday it was severing ties with Iran following an attack on its embassy in the Iranian capital, Tehran, on Saturday during protests against the execution of a Shiite cleric. Since then, Sudan, Bahrain, Djibouti and now Somalia have followed suit.
Kenya: Patients in Agony After Health Workers Strike
Hundreds of patients in Laikipia County were stranded on Thursday after health workers downed their tools over pay and promotions, compelling them to turn to private hospitals.
The strike paralysed health services mainly at Nyahururu and Nanyuki County hospitals, Kinamba and Rumuruti sub-county hospitals.
Nurses and doctors in the public health facilities are protesting against failure by the county government to honour an earlier agreement to effect their promotions and settle dues and leave allowances.
The health workers had issued a three-month strike notice to the county government to effect the agreement, failure to which bear the consequences of a strike.
The notice was not a first by the medical workers, as a previous threat led to the county promising to implement all their demands.
In Nyahururu, the health officers spent the better part of Thursday in a meeting, which ended with a resolution to hold demonstrations.
Their spokesperson, who is also the Kenya National Union of Nurses-Laikipia branch chairperson, Purity Matu, said efforts to get an explanation from the county government on why the earlier pledges had not been honoured proved unfruitful.
She said the promotions, in particular, must be addressed urgently.
Ms Matu said the workers were not happy with Governor Joshua Irungu who has failed to implement pledges made following the meeting between them three months ago.
"He promised to address the issue but nothing has been done. We hoped that he would authorize the relevant authorities to address this but we have not seen any fruits. That is why we have decided to down our tools until our demands are met," the official said.
Contacted by Nation, County Executive for Health Njoroge Wangui said the strike had affected health services, but noted that they were in consultation with the union.
Dr Wangui added that the County Public Service Board was working on the promotion demands and asked for patience from the workers.

According to a report by Daily Guide Ghana, on the day of the incident, a disagreement which degenerated into a fight started between the two men after the deceased confronted the suspect for openly having his bath in a demolished bathroom after all tenants were warned to use the public shower. John stabbed the deceased in the stomach and he was immediately rushed to the 37 Military Hospital where he was pronounced dead on arrival.
Speaking on the incident, a Ghanaian police chief, ACP Nuhu Jango of the Nima Divisional Police Commander, said John who was finally arrested around Nima Roundabout on January 5, 2016, had on the day of the incident rushed to their station to make a report that his deceased landlord had inflicted knife wounds on his right fourth finger. He was subsequently given a medical form to go to the hospital for treatment. Around 9:30pm same day, one Vincent Dzramado also stormed the station to report that John Collins Alabi had stabbed his brother, Paul Goka, in the stomach with a knife. Vincent told the police that his brother was rushed to the Maamobi Polyclinic for medical attention and was referred to the 37 Military Hospital for proper medical attention but died on arrival.
When police visited the house of John Collins, he was not in the house. Around 10am on Tuesday, January 5, 2016, police arrested John Collins around the Nima Roundabout.
John has since confessed to the crime and will soon be charged to court.

Daredevil falls 100ft to his death after hot air balloon stunt goes wrong
According to his profile on the Flying Frenchies website Mr Melet resigned from his engineering job to follow his 'quest of freedom' four years ago. The daredevil's passion became his full time job and he featured in adverts and videos and took part in live shows and lectures.
On their Facebook page, a spokesman said:'Tancrede Melet, a surprising lover of life, surprised us by leaving us too soon. 'He leaves behind wonderful memories, a taste of freedom and a head full of dreams,' Mr Melet is survived by his partner, Tiphaine Breillot, and a young daughter.
